Wanita MCA Penang- DAP playing word games: Covers its pitting Chinese against Chinese to please other races

During the Barisan Nasional administration of Penang state, DAP had vigorously attacked the 30% Bumiputera quota. But now when DAP is in power in Penang, not a single state government project for the Drainage and Irrigation Department in the five districts has been awarded to a Chinese bidder. Is this not a form of pitting the Chinese against the Chinese?
